Utah Code Title 4, Chapter 45 became the Kratom Regulation Act on May 6, 2026. It defines pure leaf kratom as identifiable plant matter, or that plant matter in an inert food-grade or pharmaceutical-grade capsule, without an extract and with no more than 0.4 percent 7-hydroxymitragynine in the total kratom alkaloid composition.
Section 4-45-104 generally bars processors and retailers from preparing, possessing, distributing, selling, or offering a product that is not pure leaf kratom. It also requires product, processor, and retailer registration and imposes label requirements for products within the provision's scope. A temporary manufacturing exception through March 6, 2027 concerns products made for lawful sale outside Utah; it is not permission for Utah retail sale.
